According to <a href="http://www.philly.com/philly/living/green/Plastic_bag_ban_passes.html">Philly.com</a>, Councilman Frank <img class="alignright size-full wp-image-3417" title="plasticbag" src="http://greenphillyblog.wordpress.com/files/2009/06/plasticbag.jpg" alt="plasticbag" width="134" height="199" />DiCicco's bill was rejected by Council this morning in a 6-10 vote.

The discussion's special guest was Dr. Mark Alan Hughes, Director of Sustainability for the City of Philadelphia.

Dr. Hughes has a vital role in Philadelphia.
